Zuma signs etolls bill

JOBURG - President Jacob Zuma has signed the Transport Laws and Related Matters Amendment Bill into law which provides for the collection of tolls on Gauteng’s roads, among other things.

September 26, 9am:

JUDGEMENT on whether e-tolling should be reviewed has been reserved by the Supreme Court of Appeal, Fin24 website reported.

Mike Maritz, for Opposition to Urban Tolling Alliance, submitted that the SA National Roads Agency Limited (Sanral) had ignored enabling legislation for it to exercise its discretion on the project.

In the opposition camp, David Unterhalter submitted that Sanral had acted within the government’s developmental policy, which was set out before Cabinet’s decision to continue with the e-toll project.

Unterhalter said public opinion had been sought about the tolling of Gauteng’s freeways. He said the toll prices were a separate issue and were not part of the process of declaring toll roads.

September 25:

The bill was necessitated by the development of the Gauteng Freeway Improvement Project as well as future plans for the development of the country’s roads infrastructure.

The bill will give effect to the appropriate implementation of electronic toll collection.

According to the Presidency, the legislation will facilitate the upgrading and development of the transport infrastructure and public transport in the country.
